In the Matter of David Truong – Government Misconduct – CCR Docket 1987-1988

David Truong, a Vietnamese national, was convicted of espionage in 1978 and sen­tenced to a 15-year prison sentence. Prior to the conviction Truong was active in seeking an end to the war in Vietnam and worked for normalization of relations between the United States and Vietnam. Many viewed his prosecution and conviction as politically motivated.

Having served eight years of his sen­tence, Truong was released on August 26, 1986. The Immigration & Naturalization Service immediately scheduled a deporta­tion hearing but agreed to release him on bond pending the outcome.
