In the Matter of David Truong – Government Misconduct – CCR Docket 1988-1989

David Truong, a Vietnamese national, was convicted of espionage in 1978 and sentenced to a 15-year prison sentence. Prior to the convic­tion Truong was active in seeking an end to the war in Vietnam and worked for normalization of relations  between  the  United States  and Vietnam. Many  viewed  his  prosecution  and  conviction as politically motivated.

Having served eight years of his sentence Truong was released on August 26, 1986. The Immigration & Naturalization Service immediately scheduled a deportation hearing but agreed  to release him on bond pending  this outcome.
